Some countries have an ongoing wealth tax based on the property's value. 

Unless its an ongoing engagement, its typically an exercise in futility.

Finally, I would strongly caution that you educate yourself immensely on the neighborhoods of interest, and find a reputable property management company for placement and to provide an ongoing buffer between you and the tenants. 

And again, if the debt is due to ongoing expenses, borrowing money to pay it down won't solve the problem permanently.
