Someone wrote a good summary of the zoning process in the forums, but I can't find it right now.edit: maybe look up your property on atlas (atlas.phila.gov), see who the RCO is (under zoning), and e-mail the contact to see what they think your odds are of getting the 3rd story.

Of course it's by  they’re not going to give you the off market right away, but you've got to start right from the first impression and then after ten days you go again call them, text them, e-mail them “Hey. by the way, I'm Richard or I'm Tim, I'm Vinnie and I just want to follow-up for sending me that property or I looked at it and it really doesn't fit my criteria, and why does it not secure criteria.”

That 35k might be 26k to buy the asset, 4,000 in taxes, 3,800 for the attorney, City fines on the property of 600, forced placed insurance of 450, O&E on the title 150, you get the idea.

And some fiberglass or,  better, rockwool insulation to fill up weight cavities in old sash windows.I know the salesman who came out and carefully measured your windows before giving you a quote offered you a careful spiel about thousands of dollars of possible leakage and damage and insurance and a bunch of other vague warnings.
