This changes the square footage of your house, which is on record with the city/county, so even if they don't bust you during construction it'll come back to bite you when you go to sell or refi.IMO it doesn't really matter who pulls the permits - it could be the owner, architect, or contractor - as long as someone is responsible for that aspect of the project.

. - I don't have the specific dehumidifier info, but if you're keeping it open, you can just buy a large unit that drains into the main stack (or if you're fortunate enough to have a drain in the basement floor, directly into that).If you want to add livable square footage, you would need to go for a variance with the city.
