I would start by getting a look at what you're working with - paying for an inspector to visit isn't a bad idea, but depending on how much hoarding was done, it may be wise to remove some of the junk items first so they can give you a more accurate report. 

The idea that you can build wealth without putting any money into it is a recipe for disaster and the sales pitch of gurus trying to steal your money.

I’m thinking it may be a great idea to start a group of several higher level investors (50 units and up) to create benchmarks, KPI’s, and outside opinions of portfolio.

Doesn't seem like it's a great "hold" on the short term but I do think it would appreciate and would increase in cashflow with how you described it and the layout.

It is also a great idea to have the electric and water roll over to your name when the tenant has it turned off.
