I paid a partial payment of $5K with a verbal agreement from the superintendant would reduce the bill, and come back in April to correct the french drain, when the ground dries up a bit. 

The good news here is that it is a real issue and the seller is going to have a hard time ignoring it, since its' a problem that can escalate into some not-nice things if left untended.If it were me I'd ask for an extended inspection period contingent on the seller having the crawlspace dried out.

It's as if the government is attempting to bleed the small landlord dry so they're forced to sell....

I had to find temporary housing for my family and the house is being torn apart, dried out, and damage control.

If you do not, you will be shocked at the amount of money you can spend on clogged pipes, leaks that damage dry wall and collapse ceilings, low water pressure from rusted galvanized lines, etc...  

The additional fee seemed excessive since I had found the property (he did not like the listings coming through from the realtor's searches) and this was the first property he went to go see with her but he had signed an agreement to work with her only.

Based on my current numbers my CoC will be in excess of 25%.  

So unless that $22K roof is really big, that could be an excessive price ... 

That’s a lot of communication nearing excessive.  

There is no cut-and-dried answer.
