I have a duplex in CLE, one thing I would recommend is to look up @James Wise blog - https://www.biggerpockets.com/... if you are considering Cleveland to understand the neighborhoods.

Once you have your list (I used Youtube and read online blogs about different areas), open up some websites to see what property prices look like and what kind of rents to expect. 

We've had him on the Straight Up Chicago Investor podcast and contribute multiple blogs - all 100% geared towards REI.
