That being said, generally fees incurred in pursuing legal action can not be assessed as additional rent, and must be explicitly provided for by a court order.

I would agree with your assessment of the "hot" areas to the south, although I would caution you not to discount North Everett so easily.

Then adding one final insult to home owners, DORA was supposed to address abusive, duplicative, and excessive CAM fees assessed home owners (pocketed mostly by CAI members) by requiring “full disclosure” of fees in licensing rules.
