I can't recall the requirements for being able to count the space, but you can probably dig it up on google or contact a local appraiser for a quick explanation.As far as the basement bathroom goes, it sounds like you've got a ways to go for it to be an actual bathroom.

Some appraisers will dig more for comps than others too.Refis are tougher to do too, there is no contract to set the range at, so if appraiser one began 10 or 15% lower, his could have easily come in 20% lower.
