Some of these infrastructures can be massively expensive to fix. 

Local realtors will know the market, however as a friend I know a realtor in Washington State that sells massive amounts of real Estate even in this downturn that is invaluable to the the buyers and sellers that she represents. 

Florida as a state may have the edge over everyone else, but Pittsburgh beats out any major city in it or anywhere else in the country.What's going on to cause the numbers is very straightforward: the influx of tech professionals does not make up for the massive losses of old people.

Most lenders won't let you and shouldn't be pulling massive amounts equity out of a primary residence.
