It seems like the tricky part is to determine what amount would you start your offer that would seem to be generous enough for them to consider / take / start of as a negotiation point.

Hi, when i evaluate a property I generally put 10% monthly expense for repairs and maintenance and 7% for Capex expenditures to determine if a property is a possible buy.

Before you start interviewing, sit down with your husband and determine what are your core principles and what are the must have skill sets.

Our lease explicitly states the LL shall be the one that determines if the unit is able to be occupied during repairs.  

So how would you determine what the discount should be when making an offer to a seller if its different everywhere?

Once you have this, you can start running your numbers to determine what you could make wholesaling the property to a flipper/developer.

There is add-to value in the property that we have to look at to determine if it's worth pursuing the potential flip value.

Minneapolis passed a charter amendment to allow the city council to analyze and put something together if they determine they should act. 

Not sure if such determination would have any legal standing though...
