@Jonathan Taylor, the Los Angeles City rent control scheme does have an exception for an intended, owner-occupied unit to allow for an eviction of that unit. 

The projects we are working on are in CA and FL so i dont know what the zoning or city's requirements in other places yet.

It's a townhouse in an up and coming city in South Florida. 

I would look closer in towards the city like the 64 cooridor from Parham Road to the city.

When purchasing a property seller should provide buyer with City Certification (often called U&O, which is not exactly correct for Philadelphia). 

If you're looking to stay on the eastern side of the city, Manchester is probably your best bet.

That would require a LOT of work and the feasibility may rest largely on how close you are to city services. 

At the same time, we all know that housing is very local , so it's quite possible that some local markets (not even cities but specific zip codes etc.) may show signs of some correction.
