If the contracts (the PM or GC) do not EXPLICITLY state “guaranteed” dates of any kind, contain exact language of penalties related to exact dates within the contract, then an attorney will not be the solution you need based on what I infer from your posting- they are actively working on the project, therefore they are allowed to complete the project.

She obviously wasn't worried enough to mention the leak more than once other than when she withheld some of the rent...if she was that worried, she would have done her best to contain the water from the leak.You might be able to use the repairs to get her out early, I don't know.
