There is a lot of variation state to state and you will keep yourself out of hot water by understanding what you can and can’t do.

For my part, i let the hot summer day passs and call in for a moisture cleaning for 640sqft on surface between the roof and cost me about 2700$ but  that was the only major concerne for a  1970 bungalow.i would pull the plug depending at your lvl  of repair skill 

The fact they are complaining online might be an indication the property manager dealt with them properly so be sure to ask the manager for their side of the story.I hope this basic guide helps.
