The leaky ( Roof tar is not the right way to fix things. 

(foundations, roofs, properties with bad systems(electrical, furnance).

If the roof were to need a replacement and the building didn't have enough reserves to cover immediate repairs, you would need to come up with the assessment fee x 11 units to pay for those unfunded repairs.

I would be concerned about the structural issues. could be anything from foundation to the roof.  

I'm hoping that maintenance for the first several years will be less than 3000/year as much will be new (appliances, bathrooms, plumbing, furnace, AC, water heater,roof).
