I would like to solicit some advice as I am new to the whole investment world; I am looking for a primary residence for myself and my fiancé, and I am torn between 2 options. 1) Buying a single family for $80,000-$100,000 on an FHA, living in to for 1 year, refinance, move out, rent it, and repeat this again.

If the police are being called out repeatedly and they are finding nothing, then the neighbors are making false calls and the police should have some recourse to force them to stop....you may just need to push them harder as they will take the easy road as long as you let it slide and don't make it a big deal.Time to talk to a lawyer.......

By "water rules" I mean the requirements as a water provider/well owner in that state, typically falling under the Dept. of Natural Resources".As far as a full "re-drill" of the well, that's not going to happen that frequently.
