So from my understanding from your responses, it is possible to achieve market rates on properties without having to make necessary improvements and additions since units just need to meet minimum quality standard for section 8.

This will help you avoid the risk of slower guest responses which will lead to bad reviews.

I would recommend breaking out the roles and responsibilities into percentages and then working from there.

I added a mold addendum to my lease and it covers a lot of things that are tenants responsibility in preventing mold.
