It wasn't to stop "predatory lenders" (there is no such thing) but rather to make sure that if you didn't pay your 'fair share' (or overpay) in taxes, you can't get a loan.Jessica, I wouldn't follow that advice.

If the PM kept the security deposit to cover the cost of un-collected late fees, that doesn't sound like a scam necessarily, it sounds like a bad PM was trying to ensure they were paid their balance.
