If it did consistently take long periods of time to fill, I would consider a rent adjustment, improvements to the unit, or selling the unit as a poor performer.

If there is a process to go through and you decide to take on that challenge make adjustments in your purchase price accordingly.

I know everybody gets taxed returns and write offs but it just seems like the lending structure really needs adjustments. 

I used @J Scott  guide to estimating ARV and brought the comps to a comparable quality of what I have intended for the rehab. 2 only needed 1-2k in adjustments, then there was a higher one and lower one that needed about 8k each after comparing similarities.
