Your water heater is sufficient for one person but most sites I've seen would say it is undersized for  2+ people which would be normal in a 2BR apartment.Instead of adding a new hot water heater, another option might be to add a parallel 20-gallon heater.

My approach is to look seriously at demographics, how the local economy is doing, the occupancy rate for apartments in the area, true average rents and if this project will support the added value (with a planned community it probably would).

.- (more and more municipalities are adding anti-STR regulations- you are competing against so many other people who want to jump on the bandwagon- you have no real control or authority on the properties you manage- you will be held accountable by the real owner and by the renters - but no deep pockets to handle issuesSeems like a niche that is being squeezed out.
