Most will just decline and move on to the next property as they don't want to fill out something for a property they haven't even seen.

I’m trying to utilize 1% rule and it’s tough with current market 

You can do this without a coin-op feature, but then you have to bill the tenants for small amounts which is just one more thing to have to track and follow-up on.
