Unless you would need to pay more taxes on a portion because it bumps you up a bracket, wouldn't this be a wash as far as taxes?

If the hookups are done with metal braided hoses the chance for a leak at that point  is very unlikely.If you use a Washing Machine Pan hooked up to a drain under the the WD, even if the machine leaks or over fills, the water will not be a problem and not flood the unit.

Some tenants are ruthless and will operate multiple businesses under the auspices of water included; laundry service and car washes to name a couple.

They probably don't care, as long as they can wash their clothes.

I pointed out that he lived on the second floor and does not have a balcony.. and no one has ever climbed our building and broke in, and lots of people in our buildings have their windows open..his reply was he would not endanger the lives of his family as per someone elses suggestion.. then he sent me a receipt for a hotel an said I would need to reimburse him as they felt they were in jeopardy of heat exhaustion and fled to a nearby hotel..
