This is a government obtained list in excel, like one could expect from a delinquent tax list, codes violation, or something that only references the property with issues not the mailing address of the property owner. 

Any reference is much appreciated.

I would definitely get at LEAST four or five references before I paid 800 or 900 dollars.

i would put in smoke detectors, handrails and lighting, i also believe that because it is a multifamily that is a requirement that even the town has. if you are referring to electrical outlets and separating circuits, then yes, when you remodel that triggers bringing everything up to code.
