Also unless you are prepared to or have the resources to development it yourself I wouldn't hold out for the highest possible number.

Depending your goals and resources, if you get the right team on the ground, investing here (especially since you know the area), could be an excellent option.

Also how much a property can increase in value when installing energy efficient appliances and solar pv?
