I guess my advice is if you do have to replace any piping, use pex as it is supposed to be more forgiving and not burst as easy.

I suppose you could do the same thing smooth finish but you will have to use a primer over that paper to get the paint to adhere.

Had exactly the same type of commercial sell up here several years ago at a tax lien auction.Its now a good sized Dollar General (they're supposedly adding 900 more stores next year) & several other stores.
