There's a big difference with leaving a cat (and its food supply, litterbox, etc) unattended for 2 days vs. 4 days.It's a difficult situation but I would start by having an open conversation with your tenant and ask her what options she can pursue, because this is a safety-minded repair that needs to be done.

My experience is the inspectors are big on safety such as do the windows lock closed and is any of the flooring a tripping hazard.Regarding if it qualifies as a 1 bed or studio.

My attitude is to go bigger provided you have a safety cushion to protect you -- and it sounds like you do.

Depending on where you are buying geographically it is a genuine concern for safety.

Personal safety and standard of living should be prioritized.  3% down on a 130K is 4K  down payment and 3% down on a 200K home is 6K, for only 2K you should get a better house to live in.
