I'm not a CPA but I have worked with a lot of out of the country investors over the years. 

Does bigger pockets have the tools for me to find investors for when If when I land a deal?

This is indeed a widely debated topic amongst many tax professionals and investors alike, and an entire novel could be written on the best method to use.  

Most folks that are offering you a cash offer + offering to pay off all your closing costs typically buy at a good price (if they're investors).

So my question is, where can I find analysis tools or spreadsheets that I can use to work out the numbers and put together a formal/semi-official/convincing package to present to the prospective investors?  

For you investors that have rentals in an HOA.

Start networking with other real estate investors who do STR or LTR.

In my network I've reached out to a RE friend of mine and she has a investor end buyer that is interested in my deal which consists of 3 properties as a package deal from the seller i.e the seller does not want to sell just 1 of the properties it must be all 3 of them which are cash flowing rentals.My question is my RE friend has to legally transact the deal on a "CAR" purchase agreement.

This should never happen to an investor (unless they want it to).
