Reason being, if you read enough you'll notice that they have conflicting and often opposing viewpoints when comparing the books/authors with each other.This sort of doesn't give you a chance to formulate and emulate one position and subsequently test it.

There has been a "movement" trying to rename the "2% rule" to the "2% test" as it's not really a "rule" per se but more like a test to determine if a property meets a certain criteria.In any case, yes the test can be passed in certain areas of the country (not all as you can see from CA).

For intuit I tried to do a test payment but I learned that you can't do one from and to the same computer regardless of the account being different that was a significant delay.
