The pre-moveout inspection is an opportunity for the landlord to list any items (beyond normal wear and tear, ie holes in the wall, stained carpeting, broken blinds, missing or cracked switch plate covers, etc.) that must be repaired or cleaned prior to move out.

However, it's a bank owned property and know they have been known to cover stuff up and sell as is with no disclosure so want to try to place it safe.

@Anthony JankeFinding something that would reduce what you are paying in rent would be an improvement but I would encourage you to try to find something that would at least cover your expenses.
