The city & state also just passed a big budget for an infrastructure project redoing highways and roads which will increase traffic to the city & create more jobs.

I would say close monitoring and a more stringent clauses.

You can limit and monitor the amount of "occupants" per apartment as well as stand firm against loitering (ie: prohibit tenants from hanging out on the front porch) in order to reduce gang activity.

Just demonstrates that government is wasteful and the only way to really build the east side is to incent local investors and real people actually involved in building the infrastructure there.

I feel this way for several reasons:There are still dope addicts and homeless wondering the streets day and nightCrime is still high relative to other neighborhoods adjacent to downtownThe infrastructure is terrible.

They will need to monitor changes in those laws as time passes, and make necessary adjustments.

Auto pilots like in airplanes are great but need to be monitored.. 

they would put up an offering and it would be over subscribed in 1 hour.. no way any investor could do proper due diligence so FOMO was alive and well with the investors and some of the deals I saw them put up were so risky.One I remember clearly was a Second position on an infrastructure loan on GA. 

Credit bureaus have no way of monitoring your income.
