Someone I know is in need of a Good contractor to repair interior damage caused by leaky plumbing.

I guess we will see and my comments are really pretty jaded with respect to this city based on years of brain damage with them.  

Weather Patch just applied on roof around all fixtures, no other damage observed.

Generally good for catastrophic damage -- fire, fallen trees, etc.- General Liability:  This will cover any damage you or your contractors do to other people's property. 

Either way, start documenting the problems you are having and charge the tenant for the damages. 

This would probably cover me for potential damages.

I explained that I will enforce the lease and any damages, or uncleanliness above and beyond ordinary wear and tear will cost the Tenant. 

Recently it was in a tornado zone and had massive hail damage. 

If I won some suit I don't think she has any money to pay me financial damages.
