One of the people I knew personally who was sort of "targeted" by the city was also buying multiple properties and did fix many up without a doubt, but also broke a lot of rules, some minor and some major, like playing fast and loose with tenants security deposits, which is usually "landlord suicide" here.

Example, buy a class a property (newer building & higher quality tenants), rent will most likely be direct deposited to you and or all checks will be there by the 1st. maintenance costs lower and tenant calls will remain lower.
