I'm screening a tenant and upon contacting the listed employer, they would not confirm any information on the tenant without a SSN, however the tenant will not provide the SSN due to a fear of cyber theft.

Most house hacks we do up here are duplexes (which you call a two flat in Chicago I believe).You probably know that you don't need that much down for a house hack.

The majority of Chicago two flats are set up like this where the basement has been converted into a unit and utilities were not separated.For condo properties, like the one you linked too, it is typical for the landlord to pass the responsibility of utilities (gas and electricity) to the tenant.
