For the work itself, I am thinking, as you suggest, of focused projects: Roof, electrical service, plumbing, hvac, and then framing/finish work.

In the HUD inspection report it said plumbing system and sewer system are tested with air compressor and would not hold 40 psi.

All electric rewired in base, (ties into old going up) breakers installed in 2nd unit, wireless smoke det, water tank '10, plumbing '08 (copper with galv) carpet '08, most major work done, quite a few of little things need work, owner is doing that now.Taxes $2500Ins ?

Take care of subing out some of the heavier work (electrical, plumbing) but mostly have a couple guys that are handy to do the lighter work (cabinets, flooring, hang doors, etc)I'm leaning towards option #4 but mostly concerned about materials.
