I would say for me the interest rates, the recession that's coming will drive people to sale and I predict a lot of foreclosures with decreased interest rates.

Also, you might want to put in a time penalty; i.e. payment will reduce 5% every week after X weeks (and X weeks should be plenty of time to finish, not their exact predictions as contractors always take longer than expected so you want to be reasonable).
