if its a good location, or expanding area, go for it, just be prepared for the holding costs, depending where it is, if you need to keep the grass/weeds mowed, as well as taxes, and insurance, and preventing people from dumping trash or camping there, it can be a good deal, like anything, know the market, and direction of the market.

The (structurally sound) 2-10k houses I ever come across in okay areas I try to keep even if I just board them up and keep the grass cut etc.

This is watched more closely by the Fed than headline CPI.  0.3% is a touch high, but 0.1%-0.2% M/M is what the Fed wants to see on avg, so overall, not bad.
