adding compliance to yet another layer of government bureaucracy is not something I would seek, and I question whether reliance on a government program is just another type of entitlement.  

So move quick, if it's not working seek a reduction and if not cancel.

: get a cashiers check for 10k made out to an escrow company I pre-choose and include a copy of it with the offer and a proof of funds showing I am not seeking financing?

I would also consider seeking traditional financing for this deal with the seller carrying back the down payment on a 5-7 year term.
