erie is kind of like Pittsburgh.. you can be in a nice middle class block with people who take good care of their homes with green yards and the white picket fence .. and then drive a few blocks away and be in a area that looks like Detroit .

You will need to contact your A and E at the clerk office and most services you contract like a plumber or electrician can also help you out as well and also an inspector.i would start with A and E and then inspector.

It obviously will depend on your entire application (credit score, D:I ratio, etc) but let's just say you're pretty green across the board.Also, do you recommend trying to find a local credit union (hard to find one that will do a HELOC on an investment prop based on my several attempts) or going to a public bank?
