Here in Canada, the process is well defined and requests can be made though any police force (national - RCMP, Provincial - QPP, OPP, NF Constabulary, or local) or, in certain situations, though specificly designated agencies (those who perform digital fingerprint services, or those who can perform name-based checks)

There are agencies that work to attract business to particular areas I am sure West Palm is the same, locate the local agencies that already have a rolodex of potential buyers and see if you can structure a deal to intice these businesses.

If the leases are shorter and expiring could you structure a lower base rent attracting tenants with profit share in your favor that would cover your bills and allow you to capitalize on the type of risk you are investing.

(they are good prosepcts to mail to alone with expired listings, commercial property owners, folk in tax sales and for sale by owners.So,  you designed your mailing piece (with all the right words; all cash, as is, fast settlement etc.), you stuffed the envelopes, you licked stamps and sealed envelopes and you carry all that ready to mail stuff to the post office to be delivered to your targeted mailing list.NOW ----- you wait for a call........... and you wait...... and wait...... and now the phone rings!
