If not a brokerage a boutique niche developer/commercial builder would potentially also work to get you the exposure you'd like.This advise was given to me by a broker I spoke with when I first got into the industry and I wasn't really sure why he gave that advice, however, after somewhat following it, in a round about way, I can say it is by far the best way I can think of to get involved.

not to be a debbie downer but I would not use my primary residence for a heloc and then invest out of state.. especially a C or D class property.. too much risk in my mind  also keep in mind Heloc's can be called or frozen thereby putting you in default and you wont know it until after the fact they are not fully amortized loans.

As long as your applicant is approved through your housing authority to pay what you advertised your unit for and as long as you don’t broker a side deal after the HAP contract is signed for additional rent you are OK to proceed.

The unique part is that the duplex is in the city and is on a huge corner lot that is 1/3 of an acre so could potentially hold another structure and the sale also comes with the neighboring lot that is smaller but is also large enough to build a structure.
