Also because of my father-in-laws declining health it would be nice to budget some amount to make the living space friendly to someone with very limited mobility.My father-in-law is a veteran (just in case that sparks an idea about a VA loan).

In West Virginia, there were only around 10 or 12 accredited online programs, one of which was Cooke School of Real Estate, which I used for my classes.

I was told by an attorney that Virginia doesn't put strict limits on late fees, but usually something around 10% is considered reasonable.
