A few thoughts on the expense side (usually where the problems lie):I do not have firsthand knowledge of the Tampa Heights neighborhood but the reported taxes seem to be below what I would expect to see in Hillsborough County Florida (about $400/month).

When I bought in Chicago heights at the end of 2017, the lender didn't provide the taxes without the homestead credit (I'm OOS) and that hurt cashflow but then the taxes went up the next year and I'm paying almost 8k on a house I bought for 93k.If the loophole you suggest exists, just for the homestead credit, that's amazing.

They can be great for cash-flow but also difficult to lease if they aren't what the market is looking for - ceiling height, access to highways, population, etc.
