This can de-incentivize acquiring residential property for profit.  

I'm not sure in Arizona but this happened to us in Delaware. 

Thanks for the feedback, i ended up using a solar powered system with two cameras propped up to watch multiple entrances.

I have read that Nevada, Wyoming, and Delaware and a few others have the best protections for single entities.

If you buy a property at a price that is based on the current rents and then are able to raise rents and add value, you de-risk the acquisition substantially by walking in with built in equity (and can make a bunch of other mistakes because your added value covers you).
