@Daniel Scruggs in NY sprinkler systems are only needed when going from a 2 unit to a 3 unit. 3 units in the same building requires a C of O and needs to meet fire code.That’s why you don’t see more people converting attics from 2-3 units, it’s very expensive.

Sometimes you can hire a company that can get it through the Government red tape faster but they do come at a premium usually they only charge you if successful and usually charge what you would have paid your premium for 2 years to get you the LOMA for t you who have o buy flood insurance it could be about $5000 to get one of these companies assistance with a LOMA.

I've got a few that are still in the high 3's with I/O options. 

The biggest thing new investors underestimate is just how high rehab costs can be especially w/o an established relationship with a contractor.
