I would recommend spending some time doing some serious internet sleuthing. 

Depending on the building, layout and system, sometimes those issues are hard to combat no mater what.Running toilets....annoying but cant force a fix...... often easy DIY fixSinks not draining...... pull the trap and clean them out...pretty easy to do yourself....if you are lucky, then that will fix you issue....if not its further downstream and you will need a plumber.Water intrusion......best you can do is frame the conversation around the fact that the issue is destroying his property and investment and it's going to cost him more $$ in the long run if he doesn't deal with it now....appeal to his desire to make $$ on this place.....Sucks but sometimes you have to just band aid the issue as best you can and/or fix them yourself until your lease is up and you move.

A national bank or a lender that has a brick and mortar representatives in WA would be great, but an internet lender or remote credit union is fine.  

Would also go for a national, internet or remote bank too to get the higher balance HELOC.  

Seeking advice on a layout - value add..I have a duplex in  that I am renovating for a buy and hold in a B+ neighborhood.

After a quick look at the mortgage, property taxes, mortgage insurance, HOA, and the utilities and some basic bills (internet, cable, pool and garden service), I'm thinking it will cost about $40k a year.Do the pro's in this forum think this is something that can be made back so we are close to even?

What'll make a difference in this market is the size of the property, its layout, its finishes, and things like parking or outdoor space can literally add $50,000 to the properties final value over others.

Larger clusters of long-term mold will probably require more aggressive mold remediation efforts.You can search the internet for information on this.
