Unfortunately this policy has been abused in the past where insane interest (up to 25% is allowed), as well as unreasonable attorney and collection fees have been tacked on, making it almost impossible for the owner to overcome.

I had earlier checked with my long-time attorney who said I can be liable if they have an executed lease but are denied occupancy.

now I can see some landlords if they were abused by those that could pay and simply would not.. being quite vindictive towards those tenants.. 

@Cory MeliousPhilly just changed the rules on this and now payment history during Covid cannot be a reason to deny and applicant.
