My initial thoughts would be that adding $23k in value is not enough to justify a refinance.

The seller had initially posted the home for $380,000, after falling out of contract with another buyer they lowered the price to $350,000.

I was given an initial maintenance figure and I feel like it should not be as high as the number they gave me.

Also know if you do use Section 8 it can take several months to get paid initially.
