Setting up utilities, especially TV and internet, is a pain, and sometimes the tech support won't help your tenants when they call, even if you put their names on the account.For me, renting by rooms is an acceptable last resort when I can't fill my units with groups.

I am buying my parents high end duplex in Southampton,Pa in June with an FHA loan.

As for low balances, some  borrowers seem to be less inclined to pay the entire amount off since it's a pain to pursue them and expensive to foreclose.

My situation though is that I'm a licensed contractor and the idea of hiring out work I am able to do just as quickly and cheaper as another contractor pains me.  

If I had tenants who were a pain, didn't take care of the property, whined about every little thing, and I didn't care if they moved out, I would make sure rental increases match the market. 

Supply is painfully low right now.
