Spraying with mild bleach couldn't hurt and replacing insulation might help too.A dehumidifier wouldnt hurt either if you're keeping it.

Instead of using foil duct tape, he sprayed "Great Stuff" foam INSIDE of the 8 inch in diameter active vent/pipe.

We've also figured out that it's just better to plan to weed-whack the front beds, spray with weed killer, and mulch right over it while we're there rather than fight with the tenants who never seem to weed even though it's in the lease that they are responsible for the yard maintenance.

I would say minimal work is more like 1-5/sqft depending how frugal you are with labor and materials and assuming you're just patching some drywall, paint spraying the house and replacing the floors.

You can use blown insulation or you can get a 2 lbs. closed cell polyurethane froth pack from Foam it Green spray foam insulation and spray the underside of the roof.

With spray foam insulation in 2x6's walls you can get R21 super easy, going beyond that unless its a custom house is IMHO a waste.
