It's going to be more about your confidence in the market that you can afford than anything else, so the primary thing is to look up a few areas you might be able to afford and then look for someone local that can hop on a call to give you an idea about what investing there is like.

Like maybe I could pull enough out from heloc on primary residence to pay off debt and then rent out my primary and use the extra cash to payoff heloc and then do another heloc once the original one is paid off.

On that scale we have a range of properties in our portfolio, even though I have started to trade out properties from the lower end back in 2014/2015, and some cashflow a little better - however, when you look at the total financial picture there is a lot more than cash flow: obviously appreciation, but also principal pay down, turn over rate and soft factors like tenant quality and with that turnover cost.RE's primary superpower is equity, cash flow is secondary.
