This is not about whats going on now, its more for later times and if for "security" reasons martial law was ever imposed, in my view a Military man in the CIA may not be as likely to work to protect the citizenry from abuses of military power.

I could see the possibility of it with a pier and beam house that has a wooden sub floor (though I think its probably completely unnecessary), but I would find it highly unlikely that you would ever see cabinets mounted into an actual concrete slab.
